1. Arizona Game & Fish Department โ European hunter cross-reference (NEW LEAD)
Director-level request for a cross-reference of European nationals (or persons of European origin) who obtained Arizona hunting tags in the 2023 and 2024 hunting seasons in Game Management Unit 10 (GMU-10, Kaibab National Forest) and adjacent units. Scope: tag type, hunter identity, contact info, hunt dates, and any encounters with forest rangers or other tag holders. Goal: identify potential finder(s) of Chelsea Grimm's iPhone X in the Kaibab forest.
The iPhone X activation event of 2024-05-17 showed foreign ICCIDs and source IPs in Canada and the United Kingdom. EU privacy regulations have blocked IMEI-based device tracking software from returning data on the foreign SIMs. A European hunter with physical access to the search area is a plausible finder of a phone abandoned in the Kaibab after Chelsea's disappearance. This is the most promising lead for identifying who has the phone.

2. T-Mobile US โ Attach / registration activity for IMSI
310260... and IMEI 359408082931975 (NEW CRITICAL PRIORITY)Whether the IMSI beginning
310260 (the U.S. identifier pulled from the 2024-05-17 Apple iOS Device Activation sheet for Chelsea's iPhone X) was ever active on the T-Mobile network; whether that IMSI corresponds to a real T-Mobile subscriber account, a roaming partner profile, or some other type of network identity; the IMEI(s) the IMSI was used with; the ICCID associated with the IMSI; dates/times of any registration, attach, or activation activity; whether the profile was physical SIM or eSIM; tower / area / session data to the extent retained; and any subscriber / billing information if the profile maps to a real T-Mobile account. Specifically: confirm whether IMEI 359408082931975 (Chelsea's iPhone X) shows up in T-Mobile network logs.Technical analysis (2026-04-11) confirms the U.S. carrier code on the Apple activation sheet is T-Mobile US (MCC/MNC 310/260), NOT Verizon as earlier case notes indicated. The iPhone X requires a PHYSICAL nano-SIM (no eSIM support), so the 2024-05-17 activation required someone with hands-on possession of the phone to insert a SIM. The observed pattern โ constant ICCID, 124 IMSIs across 61 countries under one timestamp with no time gaps โ points to a multi-IMSI / programmable / travel SIM (likely A1 Slovenia roaming onto T-Mobile as its US partner). T-Mobile as the visited network is the highest-probability DOMESTIC subpoena target and may hold attach records, tower data, and IMEI correlation. See

3. Apple Inc. โ Continuing iPhone X activation records (post-2025-08-21) + source-IP detail
All iOS Device Activation records, account sign-in records, iCloud sign-in records, and Find My iPhone re-enable events for IMEI
359408082931975 / Serial C38VM2NEJCL8 from 2025-08-21 forward (continuing). Also: Apple-side definition of sim_policy_name = CYPRESS and any partner/distributor records associated with that policy. ALSO: the literal source IP addresses logged against each 2024-05-17 activation event (to classify them against Apple-owned relay ranges 17.0.0.0/8 and 2620:149::/32, known VPN ASNs, hosting/CDN ranges, or ordinary residential/mobile ISP).Continuing activity since CCSO's GJ subpoena cutoff of 2025-08-21 could refresh the location and identity of whoever has the phone. Classifying the literal UK/Canada IPs would determine whether the 2024-05-17 activation was routed through a deliberate VPN/proxy, Apple's own relay infrastructure, or an imprecisely geolocated residential ISP โ the distinction matters for interpreting intent.

4. Coconino County Sheriff's Office โ Helicopter footage from 2023-10-06/07 initial SAR
All helicopter / aerial footage captured during the CCSO SAR operations in the Kaibab National Forest on 2023-10-06 and 2023-10-07 (the days following Chelsea's vehicle discovery). Include metadata: flight paths, altitudes, timestamps, camera operator notes.
Critical for verifying whether a blue shelter (matching the one visible in Chelsea's backpack in her Instagram story) or a person was present on the ridgeline above MK Tank (35.37961, -112.38696) during the initial search. Would corroborate (or refute) the 2023-10-20 drone sighting that is believed โ but not confirmed โ to be Chelsea. If the shelter was present Oct 6-7, the Oct 20 drone hit is likely hers; if not, the Oct 20 blue shelter may belong to someone else.
Requested by Search Investigations. CCSO RESPONSE: No footage available. CCSO indicated they do not have helicopter/aerial footage from the 2023-10-06/07 initial SAR. Item retained on list as an unresolved corroboration gap.
5. CCSO โ DNA results + 2023-10-18 touch swabs and fingerprints โ RESOLVED
Covers BOTH: (a) the parental DNA submitted by CCSO Det. Meyer on 2025-04-22 from Stephen and Janet Grimm for CODIS familial entry, results received 2025-07-15 (Supplement 0037); AND (b) the 2023-10-18 CCSO touch swabs and fingerprints collected from Chelsea's vehicle by Det. Luna (steering wheel, rear-view mirror, seat belt, front door handle, emergency brake, gear shift, engine start button, volume button).
RESULT: Tested โ NO FOREIGN DNA FOUND. The touch swabs and fingerprints have been processed and returned negative for any third-party DNA. The parental/CODIS familial entry has not produced a hit. This closes out both the "untested swabs" concern and the "unreleased DNA results" concern with a single finding: nothing third-party-attributable was recovered from the vehicle.

6. Cellebrite forensic extraction โ recovered devices
Forensic extraction and analysis of Chelsea's recovered devices: iPhone SE (serial FFWCQ16PPLK1, found inside the vehicle), laptop, iPad.

7. A1 Slovenia โ Diplomatic inquiry (NOT a US-enforceable subpoena)
Diplomatic / voluntary-cooperation inquiry to A1 Slovenia (Slovenian mobile operator owned by A1 Telekom Austria Group โ the correct carrier, replacing earlier case references to "Telekom Slovenia" or "Slovakia") requesting subscriber identification for any IMSI observed in the 2024-05-17 iPhone X activation event whose MCC prefix matches Slovenia (293). Cross-reference against the 2 known ICCIDs (8938641090306391573 and 8914801090306391573) and any A1-issued multi-IMSI or travel-SIM products. Note: iPhone X has NO eSIM support โ any A1-issued SIM presenting on this device had to be a physical nano-SIM physically inserted.
Technical analysis (2026-04-11) identifies the foreign carrier in the activation data as A1 Slovenia, not Telekom Slovenia. An A1 Slovenia SIM roaming onto T-Mobile US is the leading interpretation of the observed multi-IMSI pattern. โ IMPORTANT: EU privacy regulations and jurisdictional limits mean a US subpoena is NOT enforceable against A1 Slovenia โ this must be a diplomatic / voluntary inquiry, not a formal subpoena. The existing 2025-09-29 outreach email (originally addressed to Telekom Slovenia) should be updated and re-sent to A1 Slovenia.

Complete IP address and User-Agent log of all sign-ins, sign-outs, password changes, and recovery actions for the Facebook account at
facebook.com/Chelseabelleism from 2023-09-22 through 2024-03-19. Also: device identifiers and email/SMS recovery confirmations. Note: Search Investigations already holds the 2024-05-17 FB Activity Log "Unrecognized Activity Highlighted" PDF and is actively reviewing it โ this request is to obtain Meta's fuller server-side log beyond what is already in the exported activity PDF.Identifies the unknown party who used Chelsea's Facebook account during the Feb 23 โ Mar 18 2024 window (bot-spam page likes), 23 days BEFORE the PI team's documented account takeover on Mar 19. The existing activity-log PDF shows the what; a Meta subpoena would provide the from-where (IPs, devices, session tokens).
